Initial commit. (#1)

* Initial commit with main package and config and snmp packages, which are both very small.

* Fixes the timeout value for the cloudbuild config.

* Attempts to fix Cloud Build unit testing.

* Hopefully fixes unit testing in Cloud Build.

* Various small fixes and improvements after first PR round.

* Attempts to get Cloud Build build working.

* Adds a Travis config file.

* Fixes an incorrect path.

* Changes some import paths to point to m-lab instead of my personal repo.

* Temporarily removes disco.go and modifies cloudbuild.yaml to not build Docker image so that builds in CB and Travis can pass for now.

* Adds coverage status to README.md

Adds coveralls.io coverage status to README.
