ENH: Adding RATS frequency correction algorithm (#134)

This change adds a new frequency correction algorithm called RATS,
originally proposed by Martin Wilson. It also modifies the interface
for calling frequency correction tools by providing a simplified
method which will apply the chosen correction technique to a whole
sequence of spectra and return the corrected versions. There are also
some minor improvements to the documentation on frequency correction.
