Finish the renaming, have each program say what it will do.

memsample:
- save memory by switching from bash to dash on the fly
- add --sleep=N option
- discard the separate gzip invocations and rely on in-band headers

memsample-archive-to-csv:
- rubocop fixes
- ignore the comment-0000 record
