* Avoiding adding over old values in mgmt commands

* Purge submission aggregated data when recalling it.

* Also invalidating cache when purging

As it may happen that no other submission becomes "latest".

* Adding Transfer data to calculted aggregations

* Deleting explicitly all ProdConsMT instances

* Command to check aggregations and fix calculate_aggregations for subsmissions in data entry

* Fixed a bug in get_aggregated_mt_data which wasn't passing is_article5 to calculate_totals, refs #8471
