INSTALL.rst: make a few refinements to the installation instructions

* Duplicate 'Docker Compose' link needs __ to avoid Sphinx warning.
* Add an explanation that the code is not compatible with Python 2.
* Correct link to 'virtualenv' installation instructions.
* Use 'pip install -e .[all]' to install also for 'tests' and 'docs'.
* Mention that 'APP_ENABLE_SECURE_HEADERS = False' is required for http.
* Add '-l info' option to command used to start Celery worker.
* Add 'RATELIMIT_ENABLED = False' to local ChromeDriver instructions.
