refactor: default network features

- bip32 now exports a default XKeyEncoder
- btc now exports a default Encoder and Network
- mainnet is selected, but can be changed with feature flags
- start adding serde to bip32 types

chore: fix tests I broke while refactoring

refactor: update manifests to allow compilation of bip32 with no default set

refactor: allow rmn-btc to be built without default features
