Add repaint and focus event handling to viewports (#179)

* Viewports now forward the tracked component's redraw events

* Viewport redraw events are clipped to the viewable area.

* Viewports filter out redraw events from outside the viewable area.

* Viewport now translates redraw events according to viewport position.

* Viewports now reflect the tracked component's cursor state.

* Viewports forward cursor state changed events from the tracked component.

* Viewports draw their tracked component offset by the viewport position

* Viewports redraw everything when the viewport position changes.

* Viewports forward focus events from the tracked component

* Focus functions are now forwarded from viewport to tracked component.
