Fix support for VPP 19.08.2

- update GoVPP and jsongo dependencies
- regenerate binapi for VPP 19.08.2 and fix compilation issues
- create /run/vpp directory before starting VPP
- add stats poller and update telemetry to support stats API in GoVPP
- change default VPP version to 1908
