Andrew medlin/pv 25 station orientation (#186)

* Prototyped two methods for estimating station orientation error.
* Added write function to NetworkEventDataset
* Reinstated option for catalog generation only for extract_event_traces.py so job can be run on HPC
* Improved the readability and visual quality of bulk event waveform plots.
* Added script to generate synth RF waveform to use in RJMCMC code validation.
* Improved traceability of reported exceptions. Fixed axis labelling in N-dimensional plots to use configured layer names.
* Refactored RF settings to be more maintainable and traceable via config specification files. Implemented back azimuth filter during RF generation.
* Added handling for when clustering in solver returns no clusters. Opened clustering eps to solver params in json file.
* Separated RF handling from RF generation to allow more flexible downstream handling options.
* Separated processing from downstream handling for RF quality metrics
* Added mechanism for applying custom preprocessing step per 3-channel stream from JSON configuration file.
* Update README.rst
