New Features and Bug fixes for May, 2020 (#33)

* Bigfixes

1. Changed the way we detect \Telnyx\Collection. If data is an array, then we assume it is a Collection. Change was made in ApiRequestor.php and Util.php
2. Fixed bugs in Portout, SimCard endpoints
3. Fixed tests for CallControlApplicationTest and SimCardTest
4. General code cleanup

* Added NumberLookup

- Added NumberLookup endpoint
- Commented out tests in PortoutTest and SimCardTest

* More tests

- Commented out more SimCardTests
- Added NumberLookupTest

* No changes.

No changes. Ignore this.

* Added new features

- Added MobileNetworkOperator
- Added OtaUpdate
- Added get_network_preferences and set_network_preferences to Simcard
- Added tests for all 3 endpoints above

* Update MobileOperatorNetworkTest.php

Removed 'public' from const to pass on PHP 5.6 tests
