* Added script to update INCOMPLETE TaxReceipt

* Added loggers for the script and flags to test on stage without writing to DB

* Added script to update INCOMPLETE TaxReceipt

* Script now checks EVERY requirement

* Added migration for travis

* Also added UserTaxRegime factory for travis to test

* fix test problems
