Improve FE error handling (#190)

* Add react toastify dependency

* Drop RAISE_ERRORS env vars, no need for these anymore

* Add more thorough error handling facilities

* Improve error handling for individual code branches

* Enforce real validation of HTTP statuses against spec, if status isn't
expected, raise exception
* Cleanup promise handling with then/catch where appropriate

* Heartbeat via store

* Rename createThunkedAction to createHttpAction to make it more descriptive

* Ignore known 3rd party errors with Sentry

* Run most HTTP actions only when online

* Fix cypress test errors

* Fix frontend build node-gyp

* Make sure errors originated in redux actions make their way to Sentry with all nice details

* Improve exception wording as per CR

* Code fixes/improvements as per CR
