tests: Add build dir to include path.

VPATH builds exhibited a compile-time error regarding a missing
<marc/config.h> header.  That header ends up being placed under the
build directory tree rather than the the top level source directory
tree. Explicitly add the build directory to the include path so
that VPATH based builds succeed.
