Preserve braced groups in tox.ini

Also try harder to preserve separators and spaces around the '=' sign.

Closes #13.

Also fixes a bug where `envlist=pyXX...` in a tox.ini (no space in front
of `=`) would result in a "Did not find envlist= in [tox] in tox.ini" error.
