fix(openapi): improve enum spec

1. copied description and title from enum to referenced item so it shows up in dotnet bindings.
2. add enum classes to tags so they show up in the viewer
3. separated enums from the rest in the mapper.

4. sorted the keys in mapper so it is easier to track the changes.
