fix(travis): remove config_local.py after tests so not in Docker image

* The `TESTING = True` option switches off emails in production at CERN!
* Also remove an EOS workaround using `stat` when loading data files.
* Change CFG_CONVERTER_URL to new Kubernetes deployment and update docs.
* Update docs to mention Docker installation of Elasticsearch v7.1.1.
