Changing MultipleSeqRegions to be an advisory datacheck - there is nothing inherently wrong with just having a single seq_region, but it might indicate that something has gone awry. It's safer not to make assumptions about what to expect for a whole division, so remove the test for viruses - in the future we could have a protist, say, with a single seq_region annotated, or a virus with multiple seq_regions - so also removed the skip condition.
