Add support for new releases table in public app & api (#1267)

* Move insert_release/insert_release_sc helpers to a more reusable location

* Refactor some public app code a bit to fix issues running some tests independently (eg, just tests/web/test_client.py)

* Fix a subtle bug in the caching implementation

In the previous implementation, None was used to check whether or not an item was in the cache or not. However, None can be returned for both this case, and if a None value was cached. Switching to a sentinel value for the "not in cache case" fixes this.

* Initial work to support querying both old and new Releases tables.

* Add caching when retrieving releases for public app & look up partials in new tables

* Add TODOs

* Add support for Superblob response blobs & looking up partials in new releases tables

* Add support for new tables to public releases API

* Add some comments.

* Guarantee return order of asset data versions

* Enhance some test code
