Add plugin for control of a Docker container

The plugin is a bit differnet from the previous plugin API, so also add
a docker-zeroscale command line program.
Since it controls Docker containers, also makes sense for it to be run
in one itself. Added a Dockerfile.
Implements both pausing and stopping methods of controling the
container.
