[Build] Add checkstyle

Cucumber only has a few code style requirements:
 - Do not use @author tags. Code is owned collectively and the git
   history will reflect the contributors.
 - Do not use star imports.
 - Do not leave unused imports around

These can not be captured by spotless so we have to fall back to
checkstyle.
