Checks for existence of existing entity using key_name, not fqdn (#237)

* Checks for existence of a SliverTool in the datastore using the unique key name, not fqdn and tool_id.

* A small formatting change to make yapf happy.

* Removes elif. The datastore call either succeeds or doesn't, and there was no try/catch there before anyway.

* Fixes a few bugs in update.py, and update the FQDN of a SliverTool if it changed.

* Temporary shift back to v1 names for sandbox, for the purposes of testing how GCD entities do or don't get updated.

* Sets sandbox to use v2 hostnames.json again.

* Reverts to fetching all slivertools at once.

* Some formatting to make yapf happy in the build. Geez.
