Address #219: Add a new package locator that fetches requires_python metadata

This adds a new, simple locator that uses the warehouse JSON API
https://warehouse.pypa.io/api-reference/json/
We will use this by default now, unless a custom fallback URL is
provided. There is a setting `pypi.use_json_scraper` that will force it
on or off.
