Commit Message

Ongoing pass through layer tests:
  - Do direction computation (__call__) rather than shape inference.
  - Use "tl" alias, just as client code would.
  - Where feasible, use test data that visually highlights the behavior under
    test.
  - Use absltest rather than tensorflow.test.
  - Remove unused dependencies in build rules.

Also:
  - Add utility function "to_list" to base.py, for broad use.
