Strengthen layer tests in core_test.py.

Details:
  - At a high level, rearrange the tests to align with their partner source
    file; improves the experience when reading the two together.
  - Use "tl" alias for "trax.layers" so that the tests better resemble user
    code, where the "tl" alias is the norm.
  - Rewrite tests to do direct computation rather than shape inference.
    (Start of overall pass to remove need for base.check_shape_agreement.)
  - Split out cases where one unit test was testing multiple separate behaviors.
  - Remove divide_by tests, which are no longer testing things not already
    covered elsewhere (e.g., base_test.py).
  - Strengthen source docstrings in general and around issues highlighted via
    testing.
