Change handling of micheline parameters to something more obvious (#778)

* upgrade the micheline format field to contain the full Parameter
   object, just like the michelson field does
 * change the logic that converts to a db record, such that the
   column named micheline will always contain the original parameters
   format, and the parameter field will only be filled if the parsing
   to michelson worked correctly
 * update related tests
