Fix elevation parsing.

Setting the elevation with --latlong using DMS form with commas was
previously broken because it was parsed without skipping the leading
comma. In decimal form, invalid elevation values were silently let
through and treated as being not specified instead.  Entering values
in --latlong using exponential notation is now also supported in decimal
form.  Add tests for various invalid lat/long/elev values.
