Consolidate array creation files into array_ops.py

We now have two larger files (array_ops.py and math_ops.py).

Currently, we allow math_ops.py to depend on array_ops.py but we might
reconsider that in the future.

None of the tests have been modified yet (beyond updating imports). I'll do
that in followups.
