catch exception when failed to read or write fail due to IOError. (#292)

* catch exception when failed to read or write fail due to IOError.
This can be catched if you read or write to /etc/shadow which is not
allowed by any users

* add test for catching exception to read and write by using /etc/shadow
Bug in write_file due to copy-paste, was trying to do read instead of
write in the method
