Fix bugs in tile_image and untile_image (#29)

* remove custom `dtype` option and preserve the input tiles dtype (Fixes #13).

* raise `ValueError` in `tile_image` if the input image is not rank 4. (Fixes #12)

* update `tile_image` and `untile_image` tests to test rectangle images with differing dtypes and input shapes.

* update `untile_image` tests to assert that the image is untiled perfectly.

* change metrics tests to run 10 iterations instead of 100 to save a bit of test time.

* fix untile_image bug, was using the wrong endpoint for the y-axis.

* update `tile_images` for stride_ratio < 0.5. Always round up for the ratio calculation.
