Neaarest node query: fix Postgres 12 related slow-down

Sinc Postgres 12 CTEs are inlined by default and are no longer
optimization barriers. For the nearest node query we really want the
previous behavior though to trick to planer by computing a result we
know is going to be small first. Otherwise, some really bad performance
hits are the result, e.g. 40ms vs 22sec on bigger setups.
