[bugfix] metaserver do not adjust keeper for info command timeout (#350)

* [bugfix] not do correct keeper for info timeout

* increase log file count for metaserver

* make log logic function for subclass to override

* metaserver - continue keeper state align checking when command timeout

* 1. remove not serious function getCause from CommandChainException
2. add function to determine exception stack trace necessary or not
