feat: migrate up/down "to" named migration (#193)

* fix migrate 'to' migration name rather than 'only'

Previously running `node migrate down abc` would revert _only_ the `abc` migration.

It now does what it should have done, which is migrate down _to_ `abc`.

Documentation of this behaviour still todo.

Note: this bug was the result of a leaky abstraction from umzug: https://github.com/sequelize/umzug/tree/v2.x#reverting-executed-migration
