Add section preferences to applicants CSV download

Now that the section download has to perform a couple of expensive
database joins to put together the section triptypes, it takes about 45
seconds to download the CSV. Given that the CSV is basically a "once and
you're done" download, I'm not too worried about this for now.

I'll add an item to ameliorate this in the future, to either:
    a) Make a dialog that informs the user of the wait time
    b) Make this call more performant somehow
