[v0.17.x] Auto-generating the CHANGELOG and Migration Guide (#2849)

* Add templates, examples, and code for autogenerating CHANGELOG and migration guide
* Makefile: add target, include ./hack in unit tests
* move generate scripts to sub-directories to avoid multiple mains
* update release doc, include changes in ./doc and ./website
* add validate-only flag, add to sanity tests
