Fraction: double constructor to avoid iterations <= epsilon.

Change < epsilon to <= epsilon.

The rest of the double constructor logic uses > epsilon. Thus <= epsilon
is the opposite comparison operator.

This allows avoiding the iterations in max denominator mode (epsilon ==
0.0) when the double argument is an exact integer.
