pyp: CI improvements

- Run coverage in CI, add tox env
- Split up travis jobs
- Get rid of tox-travis since it's not pulling its weight
- Use stable mypy

One difficulty I encountered was measuring coverage for code run in
subprocesses. pytest-cov is meant to take care of that, and it worked
great locally, but didn't work in CI. Fixed by moving the installation
into tox and using --editable.
