Commit Message

Add arp flows for service interface

- Since we added checks to only accept packets matching the
  service-mac address and there was no separate arp flow
  arp packets on the service-interface are dropped.
- Add arp flows so such packets are allowed in addition to
  packets matching the dmac == service-mac
