Fail `web-lint` target if `html-validator` reports errors or warnings.

`html-validator` does not set the exit code based on the response from the HTML validation service.  We need to parse the response ourselves and set the exit code appropriately.  We do this simply by parsing the `text` format output and looking for lines that begin with "Error:" or "Warning:".
