BUG: Fixes the get_datetime method to handle None datetimes

The datetime attribute of TradingAlgorithm is initially None, so calling get_datetime in initialize would cause an unhandled exception. This commit addresses that issue by only using the TradingAlgorithm's datetime if it is not None, and otherwise uses the period_start of the simulation.
