Fixing excessive memory allocations within M3Reporter flushing pipeline (#59)

* Removed excessive allocations within `TUdpClient` -- use the same buffer
metrics are being flushed to instead of allocating new byte array every time

* Added `GuardedBy` annotations

* Fixed UDP packet size to be aligned with maximum UDP data payload size (65,527 bytes)

* Use `UDP_DATA_PAYLOAD_MAX_SIZE` in lieu of heuristic
