Clean up the help usage statement to reflect general and command options

Details:

* Changed text of help usage line to show the following for usage for our 4 cases:

  > pywbemcli --help
  Usage: pywbemcli [GENERAL-OPTIONS] COMMAND [ARGS] [COMMAND-OPTIONS]

  > pywbemcli class --help
  Usage: pywbemcli [GENERAL-OPTIONS] class COMMAND [ARGS] [COMMAND-OPTIONS]

  > pywbemcli class find --help
  Usage: pywbemcli [GENERAL-OPTIONS] class find CLASSNAME-GLOB [COMMAND-OPTIONS]

  > pywbem repl --help
  Usage: pywbemcli [GENERAL-OPTIONS] repl

  These changes are done by overriding methods in click.Group and click.
  Command to create the components we want for usage and to order 
  them properly. click itself does not separate the concepts of general
  options and command options but has a single modifier for the calls of
  options. That is why the [COMMAND-OPTIONS] was showing up where the
  definition should be [GENERAL-OPTIONS].i

* Includes changed tests and changes.rst

* Changed the title of the option section to "General options" or "Command options".

  This commit modifies the title line of the --help options section to
  reflect either general or command options. The line appears as
  "General Options or "Cmd Options".

  Note also that --help appears both in the General and Command options.
