Commit Message

CI: try to avoid false posotives on upgrade checks (#522)

check_operator_up function is used on CI to check HCO
status after the upgrade to understand if the upgrade
sucessfully completed.

check_operator_up was considering a status with
available=False and progressing=False as a fatal
error and so the whole upgrade suite was going to
be declared as failed.
This is more than reasonable but unfortunately
the upgrade gating mechanism on HCO side is still
not that robust and we are getting a lot of false
positives here.
Ignoring this specific check until the
upgrade gating mechanism will be able to correctly
handle this.
