PVLib's get_clearsky function needs optional dependencies

pvlib.location.Location.get_clearsky uses tables which is not part of
the default set of dependencies. We include the optional dependencies
in requirements.txt (used for installing dependencies in the CI
pipelines) as well as in the 'test' dependencies in
setup.py (get_clearsky is only used in the pvanalytics tests).
