Add tests to increase code coverage (#2764)

* Add test for go_mod
* Add group test
* Add test for tools
* Add negative case test to ready_test

Ideally, I'd prefer to rewrite the entire ready_test to use the Go structured
test mechanism with only a single Test method and an array of testCases.
