vendored date/tz.h to repo for testing (#50)

This commit vendors date-2.4.1 as a whole into the repo so that we can test against both date.h and tz.h from the library.

Recently, the conan package date/2.4.1@bincrafters/stable was made obsolete, but the follow-up package date/2.4.1 from conan center index was stripped of tz.h.
