Fix missing "Available" condition bug (#508)

* Fix missing "Available" condition bug

Fix a bug where when checking the conditions of an operator, if the "Available" condition is missing,
HCO relate that as Available = True;

Instead, HCO now treat missing Available condition as Available = False

* Add delete basic delete HCO test

Previous commit fails because unifying code to a common method, causes uncovered code to be in higher percentage, and so the coverage/coveralls check failed. This test add coverage to a significant amount of uncovered code.
