Travis: Changed coveralls to run on py38 and for both push and pr

Details:

* The change from Python 3.4 to run on Python 3.8 was motivated
  by Python 3.4 being out of service, and more and more packages
  removing support for Python 3.4

* Enabling coveralls to run on both push and pr type runs causes
  the comments on the PRs to be created again.
