Accept v1 and v2 input, always output v2 hostnames (#36)

* Updates makeBMCHostname() to accept and output v2 hostnames (project-decorated/flat).

* Updates unit test for cmd/root, testing for v2 inputs and always outputting v2 formatted hostnames.

* Adds new flag --name-version. Adds new version parameter to makeBMCHostname() for outputting v1 or v2 names.

* Updates a flag name in a comment.

* Removes redundant check for projectID=='' after all makeBMCHostname() calls, since that function now makes that check.
