Updating the propsd health-check to reflect initialising state as well as error state

* Creating a ready method for sources to determine they have transitioned from CREATING/INITIALISED
* Updating HealthCheck - if any source is CREATING / INITIALISED, it will return a bad status code. Only if all sources are in a not-ok state will it return a bad status code, rather than if any are
* Updating the sources.js tests. These now reflect the updated health-checks and cover the expected scenarios
* Updated the core-api-v1.js to reflect the new states. Now includes tests for uninitialized sources, ready sources and index in error.
