initial enabling changes for multi-node swarm

* detect available CPU/memory resources by inspecting swarm nodes (replaces "resource detection container")
* config option to inhibit auto-initialization of local swarm
* config option for a "root" directory within which run directories and input files are supposed to reside (e.g. a shared mount)
* rename `LocalSwarmContainer` to `SwarmContainer`
* rename config `[task_io]` to `[file_io]`
* logging improvements
